Hello Steve, It certainly can. The ottoman is 15.63 inches high at the top end, and the Vineyard Deep Seating Rocking Chair is 17.5 inches before the cushions are added. Each person seems to like their feet at a certain height, so it would be up to you if that would feel comfortable. We also have Deep Seating ottomans as well.
